The Warner-Lieberman Bill that seeks for 50% reduction in US greenhouse gas emissions by 2050 through a cap-and-trade system just passed through a Senate subcommittee and will now be heard by the Environment and Public Works Committee. The bill has significant support from some mainstream environmental groups like Environmental Defense but is criticized by other groups like Sierra and the PIRGs for low goal-setting (they want 80% by 2050) and for allocating permits to polluting industries that could make windfall profits by selling them. There is a very good chance that this bill will pass this year.

This piece of legislation is being called a "global warming" bill, supposedly because it would help curtail global warming by curtailing CO2 levels.
This is already a highly hypothetical and unproven conjecture. But instead of actually curbing CO2 emissions, polluters have the choice to just pay extra fees and not change a damn thing otherwise.
So the end result of this bill is no significant reduction in America's contribution to atmospheric CO2, someone makes some extra money off pollution, and somebody else gets to feel good about themselves.
We should not be wasting taxpayer money attempting to implement such a bogus and ineffectual piece of legislation. No wonder Congress has no credibility whatsoever anymore.
This is very discouraging. We shouldn't be considering something like this because there isn't any true evidence of global warming by CO2 gases. Lets look at both sides instead of putting the carriage before the horse. It is just plain stupid! It isn't going to accomplishment anything good except to make someone more money.
Another example of stupidity in our nations capitol. We need to vote all of those idiots out of office.
While I tend to believe that the growing amount of CO2 emissions are not good for our planet, I think this bill will do nothing to address the root causes. Not to mention that this bill is heavily laden with subsidies (go figure). They're trying to over-legistlate as usual.
This is a stupid bill for a stupid purpose. There is NO evidence that CO2 has any part in the gaffe known as "Global Warming." Global Warming is what you call spring, not pollution. You people are morons who have no understanding of economics whatsoever.
This bill would signifigantly reduce carbon emissions- companies would have effectively be forced to purchase carbon credits, which represent the reduction of greenhouse gasses. People therefore have the incentive to reduce carbon so they can earn carbon credits, to sell to those companies. Basically, companies would be paying people to reduce carbon emissions. It is like a tax, only the burdern goes on those who are adding to the problem and the reward goes to those who are solving the problem.
And yes they are already doing this in the UK and it does work.
And if you still think global warming is a hoax, open your eyes. Average temperatures have increased every year for the last ten years. Extreme volatility in weather conditions is growing as predicted, just look at the recent midwest flooding. Oh ya and you could always talk to an academic from the field, say a biology professor, and see what they tell you.
